The NSA is the equivilant of an international SWAT team trained to combat the paranormal. Their headquarters are in the USA and most of their power is focused there, as the American government is the main funder of the NSA. The Upper Council has a representative of each member country (USA, UK, France, Russia, Japan, Canada, Mexico, Kuwait, Brazil, South Africa and Liberia), each with one vote, except the USA which has one vote for its representative and one for the President (the leader of the Upper Council)
